GRU: military unit 67606

The GRU has developed a complex PSYOP structure in the Russian Military Districts. Military units 03126 (Leningrad Military District), 03138 (Central Military District), 03128 (Southern Military District) and 03134 (Eastern Military District), all of them subordinated to military unit 55111, perform regional PSYOP on the interest of each Military District. In parallel, the GRU has also developed regional IO units in these Military Districts: military units 76836 (Leningrad Military District), 76854 (Central Military District), 76853 (Southern Military District) and 76862 (Eastern Military District). In the case of these regional IO units, all of them are subordinated to the GRU military unit 54777 (VIO).

However, 031xx units are not the only ones engaged in regional PSYOP inside the GRU. In addition to them, it is possible to find an additional GRU military unit tasked with regional PSYOP, a rara avis inside the GRU. This is military unit 67606, also known as the 127th Separate Reconnaissance Brigade, a special purpose unit inside the Russian military intelligence whose primary mission is deep reconnaissance behind enemy lines. A combat unit, in summary: on October 2025, Vladimir Putin awarded the brigade with the honorary “Guards” designation, recognising “mass heroism and bravery displayed during combat operations”.

Military unit 67606 is located in the Black Sea Fleet, failing under the Russian Southern Military District, and it carries out missions for both the Fleet and the District command. As in other regional units, this brigade has a dual subordination position: to the Military District command (operational tasking) and to the GRU (intelligence, capabilities, doctrine, etc.).

According to open sources, in addition to the command of the brigade, military unit 67606 contains a reconnaissance battalion with a spetsnaz component, an electronic reconnaissance battalion and an unmanned aerial vehicle company, among others. And these “others” include a PSYOP battalion, almost certainly equipped with advanced GSM capabilities, probably shared between the battalion and the UAV company: the unmanned aerial vehicles assigned to the brigade (Orlan-10 UAV, according to open sources) provide communications jamming, mass SMS delivery and traffic interception by impersonating base stations, among other capabilities.

With this PSYOP battalion and its technical capabilities, in the Russian Southern Military District, the GRU regional PSYOP is not only within unit 03128: we can also find unit 67606 performing regional PSYOP. As this unit is part of the 22nd Army Corps of the Coastal Forces of the Russian Navy, it is not subordinated to unit 55111. In fact, in front of pure PSYOP units such as 55111 or 03128, in the unit’s emblem the Greek letter Psi is not present, as shown in the annex Figure.

The case of PSYOP capabilities inside unit 67606 confi rms that not all PSYOP capabilities and responsibilities inside the GRU are subordinated to unit 54777. The other Russian Army Fleets do not have equivalent embedded reconnaissance brigades with their own PSYOP detachments. Although GRU naval reconnaissance units exist in all Russian Army Fleets, no documentation have been found in open sources regarding PSYOP detachments embedded into these units. In this way, unit 67606 appears to be a unique model to the Black Sea Fleet, not replicated across other fleets. This special case is probably related to the 2014 Crimea annexation, and the urgent need to build an PSYOP capability in Sevastopol theater, not a generic naval template. In fact, according to open sources, unit 67606 was formed in the second half of 2014.
